    <description>The Federal Member for Parkes, Mark Coulton, State Member for Dubbo, Troy Grant, and Dubbo City Council Mayor, Matthew Dickerson have invited all local residents to attend a Community Leader’s Breakfast on the 22nd June in Dubbo.

Mr Coulton said that the Community Leader’s Breakfast was a great opportunity to discuss issues of importance with representatives from three levels of government. 
&amp;#160;
“I would encourage everyone to come along whether they have an issue that they would like to discuss, or just to come in to have a chat. The informal nature of the community breakfast gives everyone an opportunity to have their say,” said Mr Coulton. 
&amp;#160;
The Community Leader’s Breakfast will be held at the Church Street Rotunda on the 22nd June and will begin at 8am.

Maules Creek local, and founder of the Friendly Faces, Helping Hands Foundation Kelly Foran, has been awarded with the National MP’s Volunteer of the Year award, at a ceremony in Narrabri. 
&amp;#160;
The Friendly Faces, Helping Hands Foundation is a web based support service for regional, rural and remote residents accessing medical services in larger centres. 
&amp;#160;
Federal Members for Parkes, Mark Coulton congratulated Kelly Foran on her award, which recognises the unpaid work that she has undertaken to establish the foundation. 
&amp;#160;
“Friendly Faces, Helping Hands provides a great service to those regional residents who have to travel for medical treatment,” said Mr Coulton. 
&amp;#160;
“Families seeking serious medical attention are sometimes away from home for extended periods of time and are often faced with very stressful circumstances. Practical assistance and advice can go a long way in alleviating this stress.”
&amp;#160;
Mr Coulton said that he was also pleased to have Clubs Australia present to make a donation of $5000 to the Foundation. The Narrabri RSL also made a contribution to Friendly Faces, Helping Hands of $4000. 
&amp;#160;
“Our local Clubs are great supporters of our communities, and I know that Kelly has been happy to accept this donation on behalf of Friendly Faces, Helping Hands,” Mr Coulton said. 
&amp;#160;
Clubs Australia Executive Director Anthony Ball said that it was great to see the donation from the Parliamentary Friends of Clubs Dinner going to such a great cause.

“Friendly Faces, Helping Hands provides much-needed, practical assistance to those in need. When illness or injury hits a family, especially in regional areas, having someone there to give advice and support makes the world of difference,” he said.

“Clubs across the country make a multi-billion contribution to local communities, and we’re glad to be able to add to that today.&quot;

    <title>Referendum on Local Government passes House of Representatives</title>

The Federal Member for Parkes, Mark Coulton stated that we have taken another step on the path to recognising local government in the constitution.
&amp;#160;
The Constitution Alteration (Local Government) 2013 Bill was introduced on the 29th May 2013, and was subsequently debated in the House of Representatives. This Bill outlines the wording for the proposed change to the constitution to recognise local government at a referendum later this year. 
&amp;#160;
Mr Coulton said that he had spoken in his first speech in Parliament in 2008 about the importance of local government, and the role that local government plays in delivering services to regional communities. 
&amp;#160;
“I represent 17 local government areas in the electorate of Parkes that deliver many services including aged care, childcare and medical care. In metropolitan areas many of these services would be administered by either private enterprise or state government,” Mr Coulton said.
&amp;#160;
This referendum will enable the continuation of federally funded programs, such as Roads to Recovery, established under the Howard/Anderson Government, which delivers funding directly to local government. 
&amp;#160;
“One of the positives of the funding programs that go straight to local government is that the local government can target the money to where it is needed.”
&amp;#160;
“This referendum is not about a change to the relationship between state and local government, but rather is fixing up the loopholes that would make direct funding vulnerable to a High Court challenge,” said Mr Coulton. 
&amp;#160;
“I would ask that the Australian people look at this referendum and realise that it is going to give certainty to programs that are benefitting our local communities. Everyone in Australia should support this referendum.”</description>

    <title>Coalition gives childcare workers a voice  </title>

Federal Member for Parkes, Mark Coulton today alerted local childcare operators and staff throughout the Parkes Electorate about their opportunity to comment on the Gillard Government’s short term pay rise plan.
&amp;#160;
The proposed changes will only benefit less than one in three of the nation’s childcare workers in a system which is inequitable.
&amp;#160;
Last week the Federal Coalition successfully referred the Early Years Quality Fund Special Account Bill 2013 to both a House of Representatives and Senate Committee for further investigation and analysis.&amp;#160; 
&amp;#160;
“This Bill will allocate a pay rise to a select few childcare workers, and has been rushed into Parliament simply to mute union unrest on wages before the September election,” said Mr Coulton. 
&amp;#160;
“It is vital all voices of this industry have the chance to be heard before Labor and the Greens pass what is essentially an act of discrimination through the Parliament.”&amp;#160; 
&amp;#160;
Earlier this year Mr Coulton invited Shadow Minister for Childcare and Early Childhood Learning to the electorate on a visit that included Dubbo, Narromine and Mudgee.
&amp;#160;
“There are issues that need to be dealt with in the sector, but what we are seeing here is the Government trying to rush legislation through the Parliament without considering the ramifications.”
&amp;#160;
“There is only a limited time to make comment, so I would urge anyone in the industry, particularly the hardworking and dedicated staff who will likely miss out on this increase, to put forward their views by the end of this week,” Mr Coulton concluded.
&amp;#160;
Submissions to both the House of Representatives and Senateinquiries close Friday 7 June.

    <title>Polio Eradication Within Reach</title>

    <description>Federal Member for Parkes, Mark Coulton has spoken in the Federal Parliament about the eradication of polio.
Mr Coulton, a member of the Standing Committee on Health and Ageing, and patron of Polio Australia, spoke about the severity of the effects of polio, and the great strides that have been made in the eradication of the disease.
&amp;#160;
Mr Coulton said that it was remarkable to think that we are close to eliminating this disease from the planet although much work still needs to be progressed in the three remaining polio endemic countries: Afghanistan, Nigeria and Pakistan.
&amp;#160;
“Polio can be prevented through immunisation. We have made progress but we still have a way to go,” said Mr Coulton.&amp;#160;
&amp;#160;
Mr Coulton acknowledged the work undertaken by Rotary International in eradicating polio, and the Post-Polio Network which offers support to those who suffer from post-polio syndrome.
&amp;#160;
Mr Coulton also praised the efforts of Mr Akram Azimi, last year named Young Australian of the Year, who has been using his profile to promote the international effort to eradicate polio.
&amp;#160;
“He is very passionate about the eradication of polio, because he believes the vaccination program- instigated by Rotary- delivered to him as a small child in Afghanistan saved his life.”
&amp;#160;
“Akram has volunteered to come to the Parkes Electorate to address school students and Rotary groups and share his story with us later this year,” Mr Coulton said.
&amp;#160;
“I look forward to showing Akram some of regional Australia.”
&amp;#160;
“In this day and age there are children being born and growing up under threat of this terrible debilitating disease of polio- even possible death- when prevention is so easy.”</description>

    <description>The Federal Member for Parkes, Mark Coulton, has again thrown his support behind constitutional recognition of local government in the lead up to this year’s Federal election.
&amp;#160;
The issue will be put to the test in a referendum question at this year’s election on September 14.
&amp;#160;
Mr Coulton was one of three National Party members to speak in favour of Constitutional Recognition of Local Government at the party’s 2013 Federal Council in Canberra on Saturday. (June 1)
&amp;#160;
Mr Coulton joined Senator Barnaby Joyce and the Federal Member for Hinkler Paul Neville speaking against a motion opposing the referendum question.
&amp;#160;
Mr Coulton said while he agreed with the concept of constitutional recognition of the third tier of government, he felt the Gillard Government had handled the matter poorly.
&amp;#160;
He said some suspect that the Government is pushing the referendum to distract public attention from the more important question of whether or not the Gillard Government should be removed.
&amp;#160;
“Australians are always cautious about altering the constitution and really more time should have been given for public debate” he said.
&amp;#160;
“Evidence given by the Australian Electoral Commission to the committee on this subject indicated that it would take at least 6 months to build a credible campaign for constitutional change.” 
&amp;#160;
“The public needs to know the pros and cons for an important issue like this” Mr Coulton added.
&amp;#160;
The referendum is on a small, but important, change which will ensure that further challenges to the funding of programs like Roads to Recovery are not mounted.
&amp;#160;
The issue of constitutional recognition has been twice rejected in the past, in 1974 and 1988, and history has shown that if a major political party or a major state opposed the referendum, it was unlikely to be passed.
&amp;#160;
The effect of the referendum, which involves adding 17 words to the constitution, will acknowledge the delivery of programmes like Roads to Recovery, which has enabled the Commonwealth to work directly with local governments and communities to upgrade and repair 16,000 road sites across the country.

    <description>Federal Member for Parkes, Mark Coultonis urging community members to help prevent any deaths on Australian roads on this Friday by signing up to Fatality Free Friday.
Mr Coulton today met with founder and CEO of the Australian Road Safety Foundation Mr Russell White at Parliament House in Canberra and signed the Fatality Free Friday pledge.
&amp;#160;
Mr Coulton said Fatality Free Friday is an initiative setup by the Australian Road Safety Foundation in 2007 and is recognised as Australia’s only ‘national community based road safety program’.
&amp;#160;
“This is an important initiative to bring attention to the fact that an average of five people die on Australian roads each day”.
&amp;#160;
“While we have come a long way in terms of lowering the national road toll, one death is too many,” Mr Coulton said.
&amp;#160;
“By working together we can reduce the road toll through a range of measures, including improved driver behaviour.
&amp;#160;
“Fatality Free Friday is about all road users making a conscious effort to focus on road safety and preventing five people from unnecessarily losing their lives.”
&amp;#160;
Mr Coulton said the key message of the Fatality Free Friday campaign needed to be reinforced and carried out by drivers on a full-time basis.
&amp;#160;
“With seasonal conditionals being such as they are, it is especially important for drivers to be aware and to be careful of the dangers presented by wildlife.”
&amp;#160;
“Campaigns such as Fatality Free Friday put the spotlight on the importance of road safety but we mustn’t consider it to be a one-off event,” Mr Coulton said.
&amp;#160;
“By taking care and driving responsibly every day we can make a long-term difference and reduce the road toll.”
&amp;#160;
Over 44,000 Australians have already signed up to the Fatality Free Friday campaign which is being supported by Caltex, Suncorp Insurance, the Queensland State Government, QueenslandRail and Monroe Shock Absorbers.

    <title>My First Speech competition for young Australians</title>

    <description>&amp;#160; As a part of the celebration of the 25th anniversary of Parliament House High, school students in years10, 11 and 12 are being invited to take part in a national competition called “My First Speech”. 
Organised by the House of Representatives, students need to write and video a 3 minute speech as if it was their first speech to parliament. &amp;#160;
“This is a great opportunity for students from the Parkes Electorate to raise issues that matter to them” said Member for Parkes, Mark Coulton. 
&amp;#160;
 “Newly elected members of parliament outline the issues that they are most passionate about in their first speech. I gave my maiden speech in 2008 and had the opportunity to speak about my life growing up in regional New South Wales, and why I got involved in politics, as well as what changes I wanted to see in the future” said Mr Coulton.
&amp;#160;
 The competition asks students to submit their speeches, and two students will be selected to attend Parliament House Open Day on Saturday 24th August to deliver their speech.
&amp;#160;
 One winner and one runner-up will be flown to Canberra with a parent or guardian, with two nights’ accommodation, to attend the Parliament House 25th anniversary Open Day on Saturday 24 August 2013 where they will deliver their speeches at the event.

&amp;#160;
 The winner will also receive a cash prize of $750 ($250 to the student and $500 to the school). The runner up will receive a cash prize of $350 ($100 to the student and $250 to the school).

&amp;#160;
 “I strongly encourage students from the Parkes Electorate to get involved in this competition” said Mr Coulton.


“Public speaking skills are invaluable as you progress through life, I am glad to see this competition encouraging our young people to advance their skills.”

Mr Coulton commended the efforts of others who have also publicly supported Slim Dusty Day including Keith Urban, Nicole Kidman, Kasey Chambers, Lee Kernaghan, Shane Nicholson, Ray Hadley, Dick Smith, Beccy Cole and Adam Harvey.

    <description>This year’s Budget delivers more debt, more deficits, more taxes, more broken promises and more uncertainty said Mark Coulton Member for Parkes.
“At a time when Australians are desperately seeking stable and competent economic management, the Budget just delivers more chaos, debt and spin”, said Mr Coulton.
&amp;#160;
“For families in the Parkes Electorate, this Budget does nothing to help deal with cost of living pressures, economic uncertainty and poor services.
&amp;#160;
“Labor has again broken its word to the people of regional Australia. They promised no carbon tax and a surplus. Instead we got a carbon tax, record deficits and in this Budget, Labor scrapped tax cuts, family payments and the baby bonus. 
&amp;#160;
“Wayne Swan said this Budget was about “jobs and growth” but the Budget actually forecasts an increase in unemployment (up to 5.75%) and lower growth (down to 2.75%).&amp;#160; 
&amp;#160;
This Budget means less jobs and slower growth.
&amp;#160;
Mr Coulton said key areas of concern in the Budget include:
&amp;#160;
-&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; total gross debt to breach the $300 billion debt ceiling in coming years;
-&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; no credible path back to surplus;
-&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; at least a $4.7 billion blowout in the management of Australia’s borders since last year’s Budget;
-&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; new borrowings of $49 million every single day, and
-&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; more than $25 billion in higher taxes over the next four years – with 99% of these new taxes starting after the next election.
“Families and businesses have to live within their means, but this government doesn’t.&amp;#160; 
&amp;#160;
Over the last 5 years, the Gillard Government has spent $191 billion more than it has raised. 
&amp;#160;
“Only the Coalition has the Plan, experience and discipline to return the Budget to sustainable surpluses, reduce debt and provide real support to Australian families to help them get ahead again.

Federal Member for Parkes Mark Coulton said it was disappointing that the Government had taken so long to act in calling a referendum on the constitutional recognition of local government. 
&amp;#160;
Mr Coulton said that while he supported the idea behind the referendum the government had been too slow to act, and had jeopardised the chances of a successful referendum.
&amp;#160;
Mr Coulton said that the Government had been distracted by leadership speculation and the resignation of former Local Government Minister Simon Crean, rather than giving constitutional recognition of local government the attention that it deserves.
&amp;#160;
“I am extremely disappointed in the way that this matter has been handled by the Gillard Government” said Mr Coulton. 
&amp;#160;
“This will be a very difficult task on this time frame, as there is now only 5 months until the referendum is to be held along with the Federal election” said the Federal Member for Parkes. 
&amp;#160;
“This is very important for the people of regional Australia and the Parkes Electorate and I will be arguing the case in support of this referendum”. 
“There are very strong grounds for this referendum in September. Programs like Roads to Recovery make a real difference in the everyday lives of regional Australians. Therefore it is very important that Australians support this change by voting yes at the referendum.
Mr Coulton was a member of the Joint Select Committee on the Constitutional Recognition of Local Government established in 2012.

“Anzac Day is our nation’s day of thanks for all those who have worn, and who wear today, our nation’s uniform”, Mr Coulton said.
“More than one million Australians have served their nation since the formation of the Australian Defence Forces last century, including many, many locals from this region.&amp;#160; Anzac Day is their day and our nation’s opportunity to show our appreciation for their service and sacrifice.”
“On 25 April 1915, thousands of brave Australian and New Zealand men stormed ashore a foreign beach in the dim light of a breaking dawn. Sadly, hundreds would not live to see another dawn as they battled a hidden foe in a land far from home.”
“Over the course of the Gallipoli campaign, more than 8,000 Australians were killed in action and many more were wounded in action as a result of the campaign against Ottoman Turkey.”
“Many of those who survived the Gallipoli campaign were then sent to the Western Front where more than 50,000 Australians were killed in the bloodiest fighting of World War One.”
“Whilst Anzac Day rightly commemorates one of the first occasions of Australians in battle, it is fitting that it also commemorates those who served in World War Two, Korea, Malaya, Borneo, Vietnam, Iraq, Afghanistan and in peacekeeping and peacemaking operations across the world.”
Mr Coulton said there would be services in communities right across the Parkes Electorate, giving everyone the opportunity to commemorate these sacrifices in their own way.

Federal Member for Parkes, Mark Coulton has called on the newly appointed Federal Minister for Local Government to quickly acquaint himself with the issue of constitutional recognition of Local Government. &amp;#160;
Earlier this year Mr Coulton formed a part of the Joint Select Committee which was charged with assessing the likelihood of a successful referendum on recognising Local Governments in the Constitution. 
Constitutional recognition would ensure that programs such as Roads to Recovery are legal and would be able to continue into the future, after challenges through the courts as to the validity of these funding arrangements. 
Mr Coulton believes that time is running out and for the constitutional change to be successful the Minister for Local Government needs to be driving this issue with the State Governments. 
&amp;#160;“This is an issue of vital importance to regional Australia. Programs like Roads to Recovery make a real difference in the every day lives of regional Australians,” said Mr Coulton.
Mr Coulton believes that it would make sense for this referendum to take place on the same day as the scheduled Federal election, 14th September.
“This process, of constitutional change, takes time. For this referendum to be successful the new Minister will really need to get across this issue quickly. He will need to act promptly.” 
“The proposed changes are in fact very small, and will close a small loophole in order for the Federal Government to fund Local Government programs when this is appropriate.”</description>

The Environmental Protection and Biodiversity Conservation Amendment regarding large scale coal mines and CSG has passed through the House of Representatives.
&amp;#160;
Federal Member for Parkes, Mark Coulton said while he didn’t oppose the Amendment, he was concerned this Bill would do very little to address the concerns of the community.
&amp;#160;
“This Bill is being promoted by the Government and others as being vital to secure the safety of our water supplies in relation to mining and gas, when in fact all it does is double already existing measures. Disappointingly, this Bill will not address the concerns of the community and will not improve the environmental outcomes.”
&amp;#160;
“The protection of water and water tables is now, already covered, both by State legislation and by the imposition of a Commonwealth Expert Scientific Committee to fill in any gaps that might appear in applications, particularly in coal seam gas and coal mining.”
&amp;#160;
“The principal roles of the Committee are to advise the Federal Environment Minister about risks to water associated with specific CSG and mining proposals, and to undertake research to fill in knowledge gaps. I supported the establishment of the Committee, because it is a crucial asset in protecting water resources for farmers and rural communities and the environment.”
&amp;#160;
Mr Coulton said he fears this Amendment to the EPBC Act will disappoint the community and has raised false expectations that the Government is acting to address the community’s concerns regarding CSG development.
&amp;#160;
“I fear this is nothing more than a quick political fix for a Government who is under pressure. The effectiveness of this Bill has been completely overstated and apart from adding more red tape to the process, will do very little to address the issue of concern for affected farmers.”
&amp;#160;
“My Federal Nationals colleagues and I released our policy to address CSG development back in 2011 to address the concerns of the community.”
&amp;#160;
“Our policy, very simply put is CSG shouldn’t go onto prime agricultural land; CSG shouldn’t proceed where it poses a significant impact to the quality of groundwater or surface water systems; CSG development must not occur close to existing residential areas; there should be a fair return back to the landholder and finally that the regions that deliver much of the wealth from CSG developments deserve to see a fair share of generated revenues reinvested in their communities.”
&amp;#160;
“I have long held the belief that CSG projects should not proceed unless it has been established that they are safe and in the best interests of all concerned and this is the commitment I have made, on numerous occasions, to my constituents.”
&amp;#160;
“This Bill is a duplication of the power which we have already vested in the Expert Scientific Committee and unfortunately it is classic example of politics being more important than practical outcomes.”

Federal Member for Parkes Mark Coulton is calling for local applications for the Volunteer Grants 2013, which are now open.
&amp;#160;
Mr Coulton said the Volunteer Grants Program allows eligible not-for-profit organisations to further support their volunteers and encourage others to get involved in volunteering.
&amp;#160;
“Volunteers are the life-blood of our communities and any funding that will not only further support our volunteers but encourage more people to take up volunteering is to be welcomed.”
&amp;#160;
“I have seen first-hand the wonderful work many not-for-profit organisations do in making local communities throughout the Parkes electorate a better place to live,” Mr Coulton said.
&amp;#160;
“At a time when many not-for-profit organisations are struggling with the increased operating costs, any assistance is greatly welcomed.”
&amp;#160;
Eligible not-for-profit community organisations can apply for grants between $1,000 and $5,000 to:
&#183;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; Purchase portable, tangible, small equipment items to help their volunteers
&#183;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; Contribute to the reimbursement of fuel costs for their volunteers who use their own car to transport others to activities, deliver food, assist with medical appointments or help people in need
&#183;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; Contribute to the reimbursement of transport costs incurred by volunteers with disability who are unable to drive
&#183;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; Contribute to the cost of training courses and/or undertake background screening checks for their volunteers.
“I would certainly encourage local organisations to apply for funding to help meet the rising costs of running a volunteer organisation and to also strengthen and enhance the local volunteering community.”

Applications for Volunteer Grants 2013 will close on Wednesday 24 April 2013 at 5pm.

Federal Member for Parkes, Mark Coulton has thanked the Shadow Minister for Ageing, Senator Concetta Fierravanti-Wells for taking part in Aged Care Forums in both Dubbo and Mudgee. 
&amp;#160;
Mr Coulton said that aged care providers, residents, GP’s, carers and family members in Parkes were all invited to participate in the forum.
&amp;#160;
“These forums allowed members of the local community to have their ideas and concerns with aged care heard.”
&amp;#160;
“The forum also provided details into the Coalition’s plans for ageing and aged care should we win government at the next election.”
&amp;#160;
“It is important that the Coalition gain an accurate understanding of what best suits the needs of the community, so it was great to have our Shadow Minister visit and to hear about our local concerns,” said Mr Coulton. 
&amp;#160;
“The viability of aged care providers in regional areas has recently been brought into question with the Gillard Government’s proposed changes to the sector. Our communities know how important this sector really is.”
&amp;#160;
“Aged care providers - unlike most businesses - cannot increase aged care fees as they are set by the Federal Government, so any hikes in running costs can not be simply passed on to the consumer.
&amp;#160;
Mr Coulton said that both forums were successful and thanked attendees for making the effort to attend. Mayors from Dubbo City Council, Warren Shire Council, Gilgandra Shire Council and Mid-Western Regional Council were in attendance. 
&amp;#160;
Mr Coulton also thanked Senator Concetta Fierravanti-Wells for taking the time to come to Dubbo and Mudgee to meet with local communities.

The Heavy Vehicle Safety and Productivity Program funding has been allocated to projects designed to improve the heavy vehicle industry. 
&amp;#160;
Mr Coulton welcomed the funding for projects including rest areas, signage and upgrades to stockyards in the Parkes Electorate. 
“Dubbo saleyards are a real mainstay of our regional economy. It is important that appropriate investments are made in this vital industry” said Mr Coulton. 
“With the Newell and other arterial highways running through the electorate appropriate signing and rest stops are absolutely necessary.
Recipients of funding under the Heavy Vehicle Safety and Productivity Program include
- Smart Rest Area Cooperative Intelligent Transport System (CITS) Trial on Newell Highway- NSW Government- $1, 067,500 (with matched Co-funding)
- Newell Highway- Bohena Rest Area- NSW Government- $175,000 (with matched co-funding).
- Barrier Highway- Barnato Rest Area- NSW Government- $445,000 (with matched Co-funding)
- Great Western, Mitchell and Barrier Highways- Route Signage Strategy- NSW Government- $130,000 (with matched co-funding).
- Loading Ramps Narrabri Livestock Selling Centre- Narrabri Shire Council- $35,893 (Council contribution $8,973)
- Upgrade Dubbo Regional Livestock Market- Dubbo City Council- $1,144,770 ($1,681,700 contribution from Council).
- Goat Handling Facilities at Cobar- Ausgoat Pty Ltd- $15, 080 ($3,770 contribution from Ausgoat).
- Coonamble Regional Livestock Market Loading Upgrade- Coonamble Shire Council- $128,178 ($32,044 contribution from Council).

    <description>Federal Member for Parkes, Mark Coulton has spoken out against the Federal Government plans to tighten the requirements for skilled workers on 457 Visas. 
&amp;#160;
This just shows that this Government has no understanding of the work force in regional Australia, Mr Coulton observed. 
&amp;#160;
Mr Coulton stated that there were a number of businesses in the Parkes Electorate that depend on 457 workers including abattoirs, manufacturers, farms and nursing homes. 
&amp;#160;
“We get a lot of contact through my office from very genuine applicants who are being turned away while employers are crying out for skilled workers. These are positions that are not being filled by Australian residents.”
&amp;#160;
“The truth is we need more flexibility for our workforce to meet the needs of regional Australia. Minister O’Connor has shown he has no concept of the needs of regional Australia, but he is more than happy to bow to the trade unions.” 
&amp;#160;
Mr Coulton said that while the Labor Government had taken a swipe at skilled migrants in an attempt to appease their union mates, they had clearly lost control of Australia’s borders. 
&amp;#160;
“We have seen a flood of people coming to Australia by boat under this incompetent Labor Government, but now they want to restrict skilled migrants that fill positions in nursing homes, and on farms. It really shows you where the priorities of this poor Government lie.”&amp;#160;</description>

Federal Member for Parkes, Mark Coulton, has brought to the attention of the Minister Assisting the Prime Minister on the Centenary of Anzac, Warren Snowdon the inadequacies of the recently announced Anzac Centenary Local Grants Program.
&amp;#160;The program provides $100, 000 per federal electorate and can be used for commemorative events, the restoration or preservation of memorials, or school projects.
&amp;#160;Mr Coulton has commended the concept of providing support for communities to commemorate the centenary of the ANZAC tradition but is disappointed that the Government’s plan is so ill-considered. Mr Coulton said that offering the same rate of funding for each electorate severely disadvantages regional electorates.
“Every ANZAC Day and Remembrance Day there are many commemorative ceremonies held right across my electorate, in towns and by schools. Each ceremony is a special tribute to our servicemen and women and the Centenary of Gallipoli will be no different.”
Mr Coulton said that with the Parkes Electorate covering 36% of New South Wales, and including 17 Local Government Areas, the grant should be provided on a more equitable basis.
“Having to allocate the funding of $100,000 between projects in 17 LGA’s, assuming at least the main towns of each LGA will hold a service, is going to mean the Parkes electorate will have roughly $5800 per LGA for Centenary projects,” Mr Coulton said.
“All Australians should have the opportunity to mark this special occasion. I have asked the Minister to consider additional funding be allocated to regional electorates to help mark this very special day.”
“This is just another example of the Government announcing a funding measure, without knowing how a program would work. We must never lose sight of the fact that ANZAC Day is about the veterans. The Centenary of Gallipoli will commemorate one of the most important events in Australia’s history and therefore all Australians should have the right to participate in some way,” Mr Coulton said.&amp;#160;</description>

    <description>&amp;#160;Federal Member for Parkes, Mark Coulton, has encouraged residents of the Parkes Electorate to make sure they are enrolled prior to the general federal election to be held later this year.
&amp;#160;
The Prime Minister, Julia Gillard, gave an address to the Australian Press Club in January where she indicated that she would call for the election to be held on 14th September.
&amp;#160;
“This move by the Prime Minister has been a failed bid to give certainty to the Australian people.”
&amp;#160;
“Of course further instability, grumblings from within the government and a series of miscalculated announcements means that this election could be held at any time.”
&amp;#160;
Mr Coulton has counselled all residents to ensure that their details are correct on the electoral roll.
&amp;#160;
“Australia is one of the great democracies of the modern world. It is very important that every person has their say.”
&amp;#160;
Those residents who have not yet turned eighteen but will have their birthday before the election date are also encouraged to provisionally enrol so that they will be able to vote when the election is called. 
&amp;#160;
“Australian voters have the right to make their choice about who should be running this country over the next three years. It is important to make sure that when the time comes for the election that the electoral roll is up to date.
&amp;#160;

Federal Member for Parkes Mark Coulton said the Coalition will restore certainty in superannuation by ruling out any negative, unforeseen changes to superannuation in the next term.
&amp;#160;
“It is clear that the Gillard Government is planning superannuation tax increases in the May Budget and if Labor is re-elected, they will introduce more taxes on superannuation.&amp;#160; When it comes to super, Wayne Swan has form having already increased super taxes by over $8 billion”, said Mr Coulton.
&amp;#160;
“Labor has a $120 billion budget black hole and has refused to rule out more superannuation tax increases after the next election.&amp;#160; Retirees, and those approaching retirement need certainty.&amp;#160; I believe that we should be encouraging people who save for retirement rather than penalising them.”
&amp;#160;
Mr Coulton said the Coalition has made a clear commitment in its Real Solutions plan there will be no negative unexpected changes to superannuation in the next term.
&amp;#160;
“A Coalition Government will not make unexpected changes that are detrimental to superannuation in the next term.”
&amp;#160;
“I call on the government to come clean about its plan for superannuation.&amp;#160; My concern is that Labor will say one thing before the election on super, and do another after the election.”
&amp;#160;
Mr Coulton said the government also needed to come clean about the low income superannuation contribution.&amp;#160; 
&amp;#160;
“Labor promised a low income superannuation contribution as part of ‘spreading the benefits’ of the mining tax.&amp;#160; Instead, the mining tax has raised next to nothing and the Budget continues to languish in deficit.&amp;#160; There is no doubt, Labor will scrap this superannuation benefit.”
&amp;#160;
Mr Coulton said Australians approaching retirement, retirees and indeed everyone receiving employer super wanted certainty and confidence in superannuation and the time had come for the Government to agree to no negative changes to superannuation in the next term.”
&amp;#160;
“Restoring confidence in superannuation is part of the Coalition’s Plan to deliver a strong and prosperous economy”.

Federal Member for Parkes Mark Coulton was delighted to meet two local winners of the ABC Heywire Competition in Parliament House today.
&amp;#160;
Emma-Lee Scott from Weetaliba near Coolah and Isabel Enks from Ulamambri near Coonabarabran, joined 32 other young winners from rural and regional Australia in Canberra to attend the 15th annual Heywire Regional Youth Summit.
&amp;#160;
Mr Coulton said the Heywire competition is designed to give rural and regional youth a chance to have their say on issues that affect them and their communities. 
&amp;#160;
“Over the years I have had a number of young people participate in Heywire, including successful entrants Jemima Buckman from Narrabri and George Baker from Coonamble.”
&amp;#160;
“Young people are the key to the future of regional and rural Australia. I am always very heartened by the breadth of talent the Heywire competition attracts. It is a great initiative and every year I enjoy meeting with winners.”
&amp;#160;
“Both Emma-Lee and Isabel wrote very personal and touching stories. They are wonderful ambassadors for regional Australia, particularly their local communities.”&amp;#160;
